Niantic did a Make Up the next day and again they were locked They were affected twice and the rest had mostly connectivity issue. Reason their making a Make up next month

So you can artificially fill them up to pose as good as a hundo so it's for boosting. Like say you have a shiny Pokemon with half-assed stats, you can fix them.
