From talking with friends and testing my self, there is about 10%-15% performance Loss on average. I personally didn't get the stutters, but I do notice the Decline in Frames. Please Address this. Moving to another Platform is just not it, I am not about to buy the DLCs all over again. Turning Off steam overlay Doesn't help it at all whatsoever, it reduces stutters at best, but those who have a decline in frames, this doesn't do anything for them. The game Cannot be left in this state.

Rumi ๐ (@Rumi_Posting) reported@GoldenPlayz7 @Destiny2Team yeah the 7950X3D and RTX 4080 is just a really low end system, not like countless people are reporting issues across various hardware and not like the game runs SIGNIFICANTLY better just by swapping to another platform glad the game runs fine for you but don't know why we are acting like everyone else is just suddenly making up performance issues or that it's limited to "lower end PC's" just so incredibly unhelpful
