Dead means you literally can't play because there's not enough people. The server I'm in has a queue all the time. I can get into wars, 3s and opr with no problem. And the numbers have been going up lately.

World pvp at the forts is ****** fierce. 3 factions with like 100 people fighting. Im 625 gearscore and been playing since beta and Ive only run 1 dungeon. This means more content for me now.
