If you wished the WHP service, you would need a new SIM dedicated for that service. It isn't possible to change the SIM's service type.

Now nobody answers calls. I have screenshots, emails, phone numbers everything documented. Terrible service. Next stop might be court.

I already have Bell internet. I'm not paying for a 2nd internet connection just to watch TV. That just seems like a cash-grab for cable-users only.
