They asked me to open a dispute ticket and give me all the ifnormation that i should add to it and when I do they go ahead and reject it. GARBAGE!

comm eng (@CommEng) reported@Rogers @RogersHelps It "fixed itself" at 20:20 PDT because upstream rerouted to Cogent. Rogers did nothing. Second occurrence in one day means it's a pattern not a blip. Are you monitoring your PCCW peering at all, or is your outage detection just waiting for customers to tweet?
