Only @Rogers can offer a "promised speed", but have a clause in their terms of service that says that they do not actually guarantee the speed, and that they reserve the right to throttle your connection because they don't like you! Read the ToS carefully. It's INSANE!

@RogersHelps I have asked 2x to change my phone plan to a lower rate. Both employees told me it would happen and my bill would be adjusted. It's been almost 3 months and no change. I would like someone to actually help me pls.

@Rogers your guys dug a hole in my front yard to fix cable, to fix someone elses prob, fenced the hole, never came back to fill it, been 3 weeks, customer care not responding after repeated follow up, can send/post pics, need your help, am at Brampton, ON
