Do you not activate all lines on service start?

Amber (@AisforAWSM) reported@Shawhelp Have been in this house for 15+ years and have had shaw equally as long. It's not new construction, the lines have been there as long as the house has been. Shaw just apparently never activated all the outlets. :/
