Bell bought CTV (and later V/Noovo), Shaw bought Global, Rogers bought Citytv, Videotron bought TVA. But it didn't help the balance sheet.

The Tribunal put great weight on how competitive backhaul markets were & how that would underpin the success of Videotron as a replacement for Freedom Mobile & even as a new rival for bundled ISP & TV services.
