Okay I have spolen to Yet Another @Rogers person, who says that looking in my area it seems to be an area-wide issue - which is what the first tech I spoke to TWO WEEKS AGO said. Because, yes, it went out again. *sigh* I can't possibly be the only one here calling them, right?
