This is a heatmap from a website where users can claim their services are out which in fact most services have been restored. The company hasn’t lied to us during the outage coverage. People are just mad and lash out to vent. Stop spreading misinformation.

How to reset the router without a signal sent, if possible: 1) Unplug cable in Port 4, 2) Unplug power cord from router & outlet, 3) Plug in after a minute, 4) Plug in Port 4 & other ethernet. Reset on computer.
