Dan McGrath (@dannymcgrathy) reported@RogersHelps Sorry, never an iPhone here. My Samsung is supposed to detect this. It is a common shoreline issue that should be run up the chain there. I quick look at US roaming refunds issues along any great lake shoreline should indicate there is a problem there. 1/2

comm eng (@CommEng) reported@Rogers @RogersHelps It "fixed itself" at 20:20 PDT because upstream rerouted to Cogent. Rogers did nothing. Second occurrence in one day means it's a pattern not a blip. Are you monitoring your PCCW peering at all, or is your outage detection just waiting for customers to tweet?
