I knew it was the line outside that needed to be replaced but they wouldnโt listen or knew what to do. Finally after 3 months and 5or 6 indoor technicians it got fixed. No compensation.

It doesn't make any sense because a customer cannot say sorry for not paying your bills, even if the quality of services is poor. Unfortunately, there is no incentive for that.
