Holy ****, why is it so complicated to do something so simple as having a Sim swap done with @bell? 25 minutes of circular discussion with a call center in the Philippines (we do have people in this country available to do this kind of work) to be told they have no way to help.

There is another tactic that may work for you. Call Bell again but this time to cancel your service and see if you get satisfaction.
