Without an absolute diagnosis, we can't tell who exactly is to blame but if Cogeco is responsible that might explain the miscommunication, the lengthening of the issue, and why Cogeco is actively brushing off.

It's truly amazing that the only cable you can get in Halton is @Bell or @Cogeco, they are so afraid of other companies they have exclusive rights to the area, my @TiVo has been frozen for almost an hour, I know how to fix it but it happens at least 3 times a week.
