During this window, Internet, wireless, and landline (home and business) services will be unavailable across multiple Northeast Saskatchewan communities, including Sandy Bay, Brabant Lake, Geikie River, Wollaston Lake, Black Lake, Key Lake, McArthur River, Cigar Lake, Collins Bay, Stony Rapids, and FondโduโLac. This work is necessary to repair the damage and ensure the longโterm reliability of services in the area. SaskTel apologizes for any inconvenience this outage may cause and thanks customers for their patience while crews complete the work as quickly as possible. In the event of an emergency, residents in and around these communities will need to physically contact their nearest emergency services for assistance. #skoutage

So that leaves 2 possibilities. Either they lost money on providing service there for that price (gouging the rest of us to make up for it) or it was still profitable.

I spend a lot of time in Saskatchewan, people here seem pretty satisfied with SGI and SaskPower as well, even though they are monopolies, unlike SaskTel. Government run isn't always bad, just usually.
