But there are three distinct providers in the country. Telus and Bell do however collaborate on building a network if thats your meaning. They do still compete directly however.

Keegan Goerz (@KeeganGoerz) reported@BrianBlitzBetts @theJagmeetSingh You actually should be able to force your phone onto Rogers-Extended Network (which is just TELUS or Bell roaming). It is free. I havent tested if it works, but in theory.
