Same for internet. It’s like a water pipe to service an apartment complex is a foot in diameter but not if everybody is always home and taking showers simultaneously. Get used to it.

There is nothing coming from Bell (which sucks) so those sites would be the closest you can get to get an idea of how big the outage is.

If your phone is VOIP, it needs DNS to connect to the phone network by establishing an IP session (roughly).
