Its also clear there was no coordination with @TELUS, @Bell, @Rogers, etc when developing the system since same message is delivered different number of times for different providers

I can't think of any reason why Telus, of all companies, would be the ones holding the customer data. They're a telco and network service provider, not a cloud vendor.
