Turning off Wi-Fi turns the feature off because it's something that has to be supported by the cellular network. I don't know what OS he was running. Same for internet. Itโs like a water pipe to service an apartment complex is a foot in diameter but not if everybody is always home and taking showers simultaneously. Get used to it.
