What is the activation fee for anyway? If I bought out the phone and switched the SIM card there would be no activation fee. Absolutely crazy.

An agent had agreed to not have me charged for overage fee due to a glitch in usage text alerts and my bill shows I was charged. No agent has been able to resolve the issue and I've called twice with no help.
